Point Chaser reported last last month that Simon Mall would begin selling $1,000 Visa gift cards with a fee of $3.95. While not the information related to the new gift cards might not have been 100% accurate, the news is indeed true and they will be be available starting next week. This will be a temporary offering at first, but hopefully is extends beyond that.

Doctor of Credit reports that the $1,000 Visa gift cards will be available from July 17th through August 4th at Simon Mall locations. This will be an in-store deal for purchase at physical Simon locations.
