Not the best Shop Small offer that we have seen. You need to spend $75 at participating restaurants to save $5, and you can repeat it twice. Most small restaurants should qualify for the offer and you can complete the spending in one or more transactions. Hopefully you find the offer on a card that already earn a good rate for restaurant purchases, such as Amex Gold.
