Eligibility
To apply for the card you need to be a State Department Federal Credit Union member. You can join for free if you’re an employee of the U.S. Department of State, if you are employed by or affiliated with any of their partner organizations, or if you have immediate family members who are members.
Otherwise, you can join by first becoming a member of the American Consumer Council (ACC, a nonprofit advocacy group) with an $8 annual fee or a $15 lifetime fee.

This a decent card, but not the first card you should be looking at. If you’ve exhausted all other options, then you can think of this card for the bonus of $200 ($185 really after the $15 fee required to join ACC) and the 2% cashback everywhere. But, nowadays there’s plenty of 2% cards.
