Update: As Ry explains in comments, the promo might be misleading. The $20 fee limit looks to be per item, not for the month. If your item sells for over $200 you will not be charged more than $20 in fees. So might be best to use it for expensive items. Double check yourself if you were targeted.
Ebay has a great targeted offer for sellers. Those who receive the offer, will be limited to just $20 in final selling fees for the month of June, no matter how many items you sell. You will be credited any final value fees exceeding $20 (“Promotion”) for all items sold during the Promotion Period. Ebay generally has higher selling fees than Amazon, but this would make it a better option for the month of June.
Final value fees will still be applied to the total amount of the sale including the cost of the item, shipping, and any other fees a seller may charge—excluding any sales tax. However, the Seller will pay no more than a combined $20 in final value fees for any listings that sell during the Promotion Period, regardless of the listing date. You just need to sell during the promo period.
Total sales must exceed $200 in order for the promotion to apply. For example, if the total value of items sold in June is $620, the seller’s final value fees for the month will be capped at $20 (instead of paying the standard fee total of $62). If the total value of items sold during the Promotion Period is sold for $190, the Promotion will not apply because the standard final value fee would be below $20, as the sum of sales is below $200.
This Promotion will begin on Wednesday, June 1, 2016, at 00:00:01 PT (12:00AM plus one second), and will end on Thursday, June 30, 2016, at 23:59:59 PT.

In the fine prints, it says:

There is no “per item” anywhere in the entire fine prints.

There was a similar promotion last year and I wasn’t targeted. My google resulted in some of the threads discussing about this same thing. That fine prints clearly stated “no more than $20 final value fee per item”.

That’s how I understand it as well from the text of the promo. I just updated the post as a warning after Ry’s comment below. Most likely you can complain if you end up getting charged more than $20 in total for the month, but it’s a hassle to deal with eBay.
The promotion is miss leading. I was just told by eBay costumer service that if your item sells for over $200 you will not be charged more than the $20 and is evaluated on an auction by auction basis and not by what your total sales at the end of the month are. For example: You sell an item for $500, you will not be charged more than $20 on final values and applies to as many auctions as you sell through June that reach over $200. I thought the same as dannydealguru in the beginning so I just wanted to clear this up. Still a good promotion if you have items that will sell over the 200 mark.
That’s a big difference. I never followed up since I want targeted. But that makes it just a good deal on very expensive items instead of an amazing deal. Thanks Ry!

This a great promotion. Thanks. eBay does not always have higher fees than amazon. Amazon is 6% for iPad but 15% for Kitchen stuff. eBay is a flat fee but you have to do everything yourself and probably can’t sell for as much for majority of items. Either way, thanks.
