To get these prices, you have to book directly on Norwegian Airlines’ website. You have to use the Norwegian site to get a better rate, but you’ll most likely need to translate the page to English, unless you speak Norwegian. The NYC-Paris flight would cost $401 if you paid in USD but by paying in Norwegian Krone, which has a conversion rate of 8.33 NOK to $1 USD, the price drops to $377.
Make sure you use a credit card that has no foreign conversion fees.
