The offer is targeted, but if you have a code you can probably use it in any account. Check your email for an email from paypal@mail.paypal.com. Maybe there’s a competition going on between eBay and PayPal as we’ve seen a few ebay discount recently pushing sellers that use the eBay managed payment system.
