This is the best bonus offered by Rakuten for new customers. Most people will probably prefer the Membership Rewards offer since you can easily get about $45-$50 value out of the points. But if you just want cash, you can go for the regular cashback account. Just make sure you complete the required purchases for each offer within 90 days.
