Check your Kroger app or the coupon page here for a digital coupon that can save you $3 when you buy Visa or Mastercard gift cards. The coupon seems to vary by location so it might or might not include variable load cards.

Get $3 off when you buy ONE (1) Mastercard® or Visa® gift card. Coupon is valid 5/20/2020-6/9/2020). 

Here are the eligible gift cards. I believe the activation fees are still the same.
